Structural Peer Review

 

The importance of a structural peer review cannot be overstated.

 

A structural peer review involves the

  • conceptual,
  • schematic, and
  • detailed

 

evaluation of the

  • safety,
  • economy, and
  • practicality

 

of a structural solution for a particular place and time.

 

First and foremost, the safety of the structural solution being offered is the primary purpose of conducting a structural peer review. In certain countries, a structural peer review will be requested by the Local Authority in the interest of the public. In other places, a client may request a structural peer review for greater assurance that the design being offered is indeed a safe, sound and robust solution.

 

Value engineering usually forms a part of a structural peer review where the solution being offered is re-evaluated, primarily in terms of economy and practicality. One of the reasons a peer review exercise is beneficial is because usually the peer reviewer only gets involved in a project at the tail end of the design, at which point the major portion of the design parameters (e.g. site constraints, material availability, labour resources, contractor’s expertise etc.) have been fixed. This enables the peer reviewer to re-look at the design from a fresh perspective without having to get bogged down with the history of the development of the design parameters, allowing him the time and space to again reevaluate the design solution offered, primarily in terms of economy and practicality.
